With a distinguished career in public service and decades of leadership in the government relations field, Chet brings vision, insight, and trusted counsel to Tremont Strategies clients and colleagues alike. As a founding partner, his experience drives transformative outcomes for clients at both the state and federal levels.

Chet represented Massachusetts’ 5th Congressional District in the U.S. House of Representatives, where he served on the powerful House Appropriations Committee, as well as the Public Works (now Transportation and Infrastructure), Ethics, and Budget Committees.

Before his tenure in Congress, Chet was elected to both the Massachusetts House of Representatives and State Senate, serving more than a decade in the state legislature. As Chairman of the powerful Senate Ways and Means Committee, he spearheaded reforms that modernized the Commonwealth’s budgeting process. Among the most notable and long-lasting impacts during his time in the legislature was his innovative approach to closing a $300 million budget gap that paved the way for other states to reconsider their relationship with the lottery and its potential benefits for taxpayers. 

Chet has also contributed his leadership to numerous public and private boards, including U.S. Trust Company, Walden Asset Management, and GrainPro. His commitment to civic and global causes is reflected in his board service with organizations such as Oxfam America, Amnesty International, Emerson Hospital, the Greater Lowell Community Foundation, and Earthwatch Institute.

A passionate advocate for democratic governance, Chet has supported emerging democracies worldwide by serving as an election observer and legislative trainer in countries including Cambodia, Yemen, Albania, Georgia, Peru, and Guatemala.
