Savannah Kelleher brings more than a decade of experience in state government relations and public policy advocacy, with deep expertise in education policy and human services initiatives that impact children, families, and vulnerable populations. She has advised both corporate and nonprofit clients on complex legislative and regulatory matters, with a particular focus on advancing policies that improve access, support services, and outcomes for underserved communities.

At TSG, Savannah leads strategic advocacy efforts for nonprofit organizations, guiding initiatives from early policy development through legislative passage, regulatory drafting, and implementation. She has successfully managed multifaceted government affairs campaigns, working closely with stakeholders, executive leadership teams, and legislative offices to shape policy proposals, secure state funding, and advance budget priorities. Savannah is highly skilled in drafting legislative testimony, developing advocacy materials, identifying public funding opportunities, and navigating the state budget and regulatory processes to deliver measurable results.

Prior to joining TSG, Savannah served on the State and Federal Government Affairs teams at DISH Network, where she directed multi-state advocacy initiatives across the country and developed strategic approaches to complex regulatory and legislative challenges.

Savannah serves on the Board of Directors of Sibling Connections, a nonprofit dedicated to supporting siblings separated in foster care—further reflecting her longstanding commitment to improving outcomes for children and families. She holds a Bachelor of Arts in Political Science from Purdue University.
