CASE STUDIES

  • The Challenge:
When Uber entered Massachusetts, it confronted a regulatory framework built for a pre-digital personal transportation industry. State law predated app-based ride-sharing platforms, and policymakers were navigating intense pressure from incumbent interests, municipal officials, and consumer advocates. Without a clear statewide structure, Uber faced the risk of a fragmented, municipality-by-municipality regulatory patchwork that could have undermined long-term growth.

    Strategic Solution & Impact:
Tremont Strategies Group designed and executed a comprehensive government affairs strategy aimed at modernizing the Commonwealth’s transportation framework. Working closely with legislative leaders, key committees, and the Executive Branch, TSG helped shape a balanced statewide regulatory model that established clear consumer protection, insurance, and oversight standards while preserving innovation. The firm also engaged municipal stakeholders and broader coalitions to reframe ride-sharing as a technology-driven mobility solution that expanded consumer choice, increased economic opportunity for drivers, and enhanced accountability through digital platforms. The result was enactment of a comprehensive statewide regulatory framework for transportation network companies. Massachusetts emerged as a national model for balanced ride-sharing regulation.

  • The Challenge

Tesla set out to reshape both the automotive and energy markets in Massachusetts—but faced a policy environment built around legacy industries.

The company’s direct-to-consumer sales model conflicted with longstanding franchise dealership laws, creating legal and regulatory friction that limited market access. At the same time, Massachusetts’ clean energy framework—while ambitious—had not fully evolved to accommodate emerging technologies such as distributed energy storage, integrated solar solutions, and electric vehicle infrastructure at scale.

Together, these barriers were not only regulatory but also perceptual, requiring policymakers to rethink traditional market structures and embrace new models of consumer access, competition, and clean energy deployment.

    Strategic Solution & Impact

Tremont Strategies Group designed and executed a comprehensive government affairs and stakeholder engagement strategy to align state policy with the future of transportation and energy.

TSG led a sustained effort to educate policymakers across the legislative and executive branches on the economic, environmental, and consumer benefits of Tesla’s integrated model—translating complex technology into clear, policy-relevant outcomes such as emissions reductions, grid resilience, and consumer choice.

The firm worked to advance targeted regulatory and policy reforms while building a broad base of support among key decision-makers, reinforcing the importance of fostering innovation within a competitive marketplace. By combining strategic advocacy with thoughtful narrative framing, TSG helped shift the conversation from protecting legacy systems to enabling next-generation solutions.

As a result, Massachusetts emerged as a more forward-leaning environment for sustainable transportation and clean energy innovation. Tesla was able to expand its footprint, increase market access, and deploy cutting-edge technologies—positioning the Commonwealth as a leader in the transition to a low-carbon economy.

  • The Challenge

Beth Israel Lahey Health (BILH) emerged from a transformative merger as one of the largest and most comprehensive healthcare systems in Massachusetts. With expanded scale came a heightened responsibility—and opportunity—to engage more effectively with policymakers at both the state and federal levels.

At a time of intense national focus on healthcare policy, coupled with the operational and financial pressures of the COVID-19 pandemic, it was critical for BILH to establish a cohesive and influential presence on Beacon Hill and Capitol Hill.

However, as a newly integrated system, BILH needed to unify its voice, elevate its profile, and ensure that policymakers fully understood the scope of its clinical, academic, and community impact.

    Strategic Solution & Impact

Tremont Strategies Group created a structured outreach and engagement program that connected senior system leadership directly with members of Congress, state legislators, and key committee staff. Through targeted briefings, policy-focused discussions, and ongoing relationship development, TSG ensured that BILH’s perspectives were consistently represented in critical healthcare debates.

By translating complex system-wide priorities into clear, policy-relevant narratives, TSG helped deepen policymakers’ understanding of BILH’s role as a major provider, employer, and innovator. This sustained engagement elevated the system’s visibility and credibility, strengthening its ability to shape policy conversations on issues ranging from care delivery reform to healthcare financing.

The result was a more unified and influential presence across both state and federal arenas—positioning BILH to effectively advocate for its patients, providers, and communities in an increasingly complex healthcare landscape.

  • The Challenge

Third Eye Health was founded to bring real-time, physician-led telemedicine into skilled nursing facilities—helping providers diagnose and treat patients more quickly, reduce unnecessary hospital transfers, and improve outcomes for vulnerable seniors.

But like many disruptive healthcare innovations, the policy environment lagged behind the technology. Existing reimbursement frameworks were not designed to support telemedicine in nursing homes, creating uncertainty for providers and limiting adoption. At the same time, proposed legislative and regulatory changes threatened to further restrict reimbursement pathways, putting both the company’s model and broader telehealth expansion at risk.

Without clear statutory support, nursing facilities lacked the financial certainty to integrate telemedicine into routine care—jeopardizing a solution that could meaningfully reduce costs and improve patient experience across the healthcare system.

    The Solve

Tremont Strategies Group designed and executed a comprehensive government affairs strategy to modernize federal telehealth policy and secure long-term reimbursement for services delivered in skilled nursing facilities. TSG led the development and introduction of bipartisan, bicameral legislation to explicitly authorize and reimburse telemedicine in these settings—aligning policy with evolving care delivery models, working closely with legislative leadership, key committee chairs, and administration officials to advance the bill through the process and build durable support.

Recognizing that policy change would require more than legislative advocacy alone, we convened and mobilized a broad-based coalition of stakeholders—including healthcare providers, nursing home operators, patient advocates, and telehealth innovators—to demonstrate unified industry backing. This coalition amplified the urgency and real-world impact of the issue, shifting the conversation to focus on tangible patient outcomes.

The effort became even more critical during the COVID-19 pandemic, when telemedicine emerged as an essential tool to protect high-risk populations while maintaining continuity of care. The legislation and advocacy framework established by TSG positioned Third Eye Health—and the broader telehealth sector—to scale rapidly during this period, ensuring seniors received timely, high-quality care while reducing avoidable hospitalizations.

  • The Challenge

Marine Biological Laboratory (MBL), a world-renowned leader in biological research and education, plays a critical role in advancing scientific discovery while serving as a key economic engine for the Cape and Islands region.

As MBL looked to modernize its facilities, expand cutting-edge research capabilities, and grow its educational programming, it faced the challenge of securing meaningful state investment in a highly competitive funding environment. At the same time, the institution needed to further elevate its profile with policymakers—ensuring its contributions to both the global scientific community and the Massachusetts economy were fully understood and prioritized.

Without a coordinated strategy, opportunities to align state funding with MBL’s long-term vision risked being underrealized.

    Strategic Solution & Impact

Tremont Strategies Group designed and executed a comprehensive government affairs strategy to position MBL as both a scientific leader and an indispensable regional asset, targeting engagement effort with legislative leadership, key committee members, and administration officials while pairing relationship development with a compelling narrative that underscored MBL’s dual role as a hub of global innovation and a driver of local economic activity. By clearly articulating the return on investment for the Commonwealth, TSG helped align MBL’s priorities with broader state economic development and workforce goals.

Through sustained budget advocacy and strategic positioning, TSG helped secure significant public funding to support critical capital and programmatic initiatives, including laboratory modernization, the development of a state-of-the-art microscopy center, and the expansion of educational and training programs.

These investments have strengthened MBL’s capacity to lead in emerging areas of scientific research, attract top talent from around the world, and deepen its impact on the regional economy—ensuring its continued role as both a global research institution and a cornerstone of the Massachusetts innovation ecosystem.

  • The Challenge

The Dimock Center is a nationally recognized leader in delivering integrated healthcare, behavioral health, and human services to some of Boston’s most underserved populations. As demand for services grew—particularly in areas like substance use treatment, primary care, and behavioral health—the organization faced increasing pressure on both its operating and capital resources.

At the same time, the public funding landscape was highly competitive and fragmented, requiring a coordinated strategy across state and local government, as well as alignment with private and philanthropic partners. Without a sustained and proactive approach to securing funding, Dimock risked constraints on its ability to expand services, modernize its campus, and meet rising community needs.

    The Solve

Tremont Strategies Group developed and executed a comprehensive funding and government affairs strategy to position Dimock for long-term growth and stability. TSG worked closely with state budget writers, legislative leadership, and municipal officials to secure consistent and meaningful programmatic funding through the state budget—ensuring the sustainability of critical services, including behavioral health and substance use treatment programs.

In parallel, TSG led efforts to secure a significant bond authorization to support capital investments across Dimock’s campus. This funding unlocked the ability to modernize facilities, expand treatment capacity, and enhance the patient experience—laying the groundwork for future growth.

Beyond direct advocacy, TSG helped elevate Dimock’s profile among policymakers and stakeholders, reinforcing its role as an essential safety-net provider and a model for integrated community care. The result has been a more diversified and reliable funding base, enabling Dimock to scale its impact and continue delivering high-quality care to the communities that rely on it most.

  • The Challenge

Preservation of Affordable Housing (POAH) is a national leader in preserving and expanding affordable housing, with a mission rooted in creating long-term stability and opportunity for low-income families. Central to that mission is the Family Self-Sufficiency Program (FSS), a federal initiative that enables residents to build savings, increase earnings, and transition toward economic independence.

Despite its proven success and growing demand, FSS faced a familiar challenge in Washington: strong outcomes but limited visibility. The program lacked the level of awareness and prioritization needed among key policymakers to secure increased investment. As participation grew and outcomes continued to demonstrate measurable impact, stagnant funding levels threatened to constrain the program’s reach and limit opportunities for families working toward self-sufficiency.

    The Solve

Tremont Strategies Group developed and executed a targeted federal advocacy strategy to elevate FSS as a high-impact, results-driven program deserving of expanded Congressional support.

TSG led a coordinated outreach campaign that combined compelling storytelling with data-driven evidence—highlighting the program’s ability to move families off public assistance, increase earned income, and generate long-term savings for both participants and the federal government. Working in partnership with POAH and a broader coalition of housing stakeholders, TSG amplified a unified message across Capitol Hill.

Through strategic engagement with key members of Congress and appropriations staff, TSG helped build bipartisan support for increased investment in FSS. These efforts culminated in the U.S. House of Representatives approving a $30 million increase in funding for the program—significantly expanding its capacity to serve families nationwide.

The result was not only a substantial funding increase, but a meaningful elevation of FSS as a model federal program—positioned for continued growth and recognition as a cornerstone of economic mobility within affordable housing policy.

  • The Challenge

The market for personal protective equipment (PPE) was upended with the onset of the COVID-19 pandemic. With no federal laws or legislation in place to combat price-gouging, states scrambled to establish appropriate policies. As a leading provider of PPE for law enforcement, our client wanted a seat at the table to ensure they could respond sufficiently to changes in the supply chain and marketplace.

    The Solve

TSG advocated on behalf of our client across numerous states and at the federal level, working collaboratively to educate legislators on the potential unintended consequences of poorly drafted legislation. The proposal of a standard formula to define price gouging helped ensure that good actors would be able to distribute life-saving gear to frontline workers without navigating 50 different state laws.
