Dan Collins is a seasoned policy advisor and government affairs strategist with more than two decades of experience shaping public policy and regulatory frameworks across the energy, telecommunications, and transportation sectors.
Most recently, Dan served as Director of Government Affairs for the New England Power Generators Association, where he led multistate legislative and regulatory efforts on behalf of electric generating companies competing in the region’s wholesale electricity markets.
Previously, Dan held senior leadership roles at the Massachusetts Department of Public Utilities, including Chief Operating Officer and Chief of Staff. In these roles, he oversaw the Division of Regional and Federal Affairs and provided strategic guidance to the Commission and the Secretariat on key regional energy issues—focusing on grid reliability, cost containment, and alignment with the Commonwealth’s clean energy and climate goals.
Dan also brings deep legal and regulatory expertise, having served as Senior Counsel at the Massachusetts Department of Transportation and as Legal Counsel to the Joint Committee on Financial Services in the Massachusetts State Senate.
He holds a J.D. from Suffolk University Law School and is a member of the Massachusetts Bar.
